Do both solenoids click?

If they bot click then test the motor by removing all 4 cables from the motor.

With the rear wheels Off the ground:
Install a jumper from A1 to F1.
Jumper from A2 to F2.
Connect a 12v source positive to A1, and negative to A2.
The motor should spin. If it does not, there is a problem in the motor and it will need to be removed and repaired or replaced.

Well you know that one is good. I would switch it with the one that is not working and do away with the regen. But that's just me.

Either way, you will have to replace that solenoid or find out why it is not closing.

Did you test it before installing? If so, it looks to me as if you are not getting a negative because they share the positive.

Look at the diagram. I have never had a Regen 1, but it looks like it comes from the controller to me.

Or could it be Obc? The obc has a brown burnt mark on it from inside.
Found online obc #101800608,is this the correct one?

If the OBC was bad neither solenoid would click. Both solenoids negative goes to the controller.

If you check voltage on the solenoids small terminals while the they are engaged you will probably see voltage on both sides of the drive solenoid, whereas you'll only have voltage on one side of the brake solenoid.

You can bypass the drive solenoid by putting both large cables on the same post and see if the car will operate. Be sure to remove the pack negative first.

Actually just found this in the service manual for a 96 so I think it should be similar for yours.

Quote:
Test Procedure 13 - On-board Computer By-pass
If test procedures 1 through 12 show proper operation (no malfunction), but the solenoid will not actuate,
then the problem may be in the on-board computer solenoid lock-out circuit. By-pass the computer and test
the solenoid as follows:
1. Turn the key switch to OFF and place the forward and reverse switch in NEUTRAL. Leave the batteries
connected and leave the Z plug connected to the controller.
2. Locate the yellow wire at the Z12 position on the Z plug. Unplug the bullet connector in the yellow wire
approximately three inches (7.6 cm) from the Z plug.
3. Connect an 18 gauge jumper wire to the female bullet connector on the end of the yellow wire coming
from the Z plug. Connect the other end of the jumper wire to the negative (-) post of battery No. 6 (Figure
21-34).
4. Turn the key switch to ON. If the solenoid clicks, test the OBC and OBC fuses. If the solenoid does not
click, test the Z4 blue/white wire and the controller.
The Z-plug is the 14 pin plug on the controller.
