Might be late but I think it could be this. Wrong brake shoes for the drums. Wrong drums for the shoes. Or debris (maybe even from the factory) on the drums.

I was also going to add warped drum(s) but you said they were replaced.

I thought the same but I tried on 4 different drums then just replaced the whole thing with new brakes

Well I gave up on trying to figure out what was wrong!! It was quicker to just ..... see photos below....

PSA-I BROKE MY FINGER IN THE PROCESS OF REMOVING THE NEW REAR END FROM ANOTHER CART.

WARNING I DO NOT RECOMMEND ATTEMPTING SOMETHING LIKE THIS BY YOUR SELF, UNLESS YOU ARE ME. MOTORS AND AXLE ARE ***EXTREMELY HEAVY*** GET A PARTNER TO HELP

Some future customer is gonna be missing something off their cart LOL

Yea they came with the brand new attached to the cluster from factory
