Default Slow speed up hill?

Im at my wits end here with this club cart
New batteries pack charge 51.1
each battery 8.50-8.51
13 mph on flat drops to 7 up hill
49 volts driving on flat then drops to 45.1 on hill
and goes back to 49 at crest.

Checked V glide which seems fine as far as positioning goes and no evidence of burning just minor carbon build up?

What am I missing?
Cart has 3" lift with 22x11-12 tires

What has been done to the "powertrain"? How did it perform on this hill before you put big tires on it?

Just bought this cart in the fall knowing the batteries needed replaced.
Nothing done to powertrain. stock controller and motor as far as I can tell.

Seems about what mine does, but I didn't think 22"s would fit. I have 20" tires with a 3" Jakes Spindle lift. It's slow.....13mph.....seems to be the nature of the beast with these things. Thought about a PQ Bandit for my application, 15-17mph +a tad more torque would do what I need in the woods........

If yes, use the Alltrax SR48500 control, 400 solenoid, Admiral MOT-A1 motor, and 2g cables for speeds in the 20s on the flats and 15 uphill

Yes its a series drive.

So the big drop off up a hill is normal?
