2001 DS won't go faster than 10 mph
This is my first golf cart so bear with me. I have a 2001 DS 48 volt club car. Everything seems to be stock on it. I took it out for the first time and it doesn't have the acceleration/top speed that I think it should have. The engine is a 3.1 hp and from what I've read, should get to around 20 mph. So far, my top speed on flat ground is around 10 mph. It has brand new batteries on it so the voltage isn't the problem. I have 48 volts at the controller. Also, it has a v-glide set up, no regen. What should I be testing or looking at to figure out how to get the most out of this unit? Also, when I'm testing voltage at the motor, should I have 48 volts at each terminal? I don't see a speed sensor on the motor either. Thanks for the help.

Series motor, and about normal. Controller upgrade and custom motor or 36 volt motor swap for more speed.
Check your brakes for drag also, but 10-15mph is usually about it for stock series motors |

If its a series cart you definitely wont hit 20mph stock. You should give your serial number and what your pack voltage is (a 48v cart should read over 51v full charge) to start and others will chime in once everyone knows what system your working with.

If I only change out the controller with a Navitas 440 amp and leave the motor stock, will I achieve around 20 mph? Are there any downsides to this? Will it overwork the motor? At some point I will likely upgrade the motor but it would be a while. Also, do I need to change the solenoid at the same time as the controller?

Controller will not increase the speed on a series motor. It will give you more torque.
