Default 06 club car ds 48 volt wont move

I have a 2006 club car 48 v with tow/run switch and rocker switch for forward and reverse that wont move, I'm getting 50v reading at the bat. pack, I have cleaned all the terminals with key off, run tow switch in tow mode, I have replaced the rocker f&r switch because the cart acted up a few times after sitting and when I went to back it out of the garage the reverse buzzer would not sound and after switching it back and forth a few times the buzzer would sound and then the cart would perform as it should, until now.The carts reverse would beep in both forward and reverse and the cart would not move and the solenoid didnt click, I took it to a golf cart mechanic who used a club car scan tool on it, the motor controller showed lots of faults,he diagnosed as a bad motor controller I purchased a used controller that is supposedly good, the mechanic installed the controller and scanned again, no faults were present but the cart still didnt move but now the f&r switch beeped only in reverse and the motor just barely acted like it was getting some voltage, mechanic said controller was reading 39 v at the controller, He said he was sure it would run after being charged but it wont motor acts the same, and now even when switched to reverse the cart starts to move forward a little.

Either the motor or controller is bad. You need to find a mechanic who knows how to use the scan tool as a diagnostic machine rather than a code reader. That thing has a full "Monitor" menu that allows you to see each and everything the car is doing. Not all faults throw codes...

That's a sign of excessive resistance, which could also be a sign of a bad motor or controller...

that,s what I was thinking both the cables get hot at the same time does that mean it's trying to go forward and revers at the same time? is there a way to diagnose thanks.
