That is an easy check - Unplug the two pin connector from the MCOR and jump out the connector with a paper clip or a small piece of wire. It will be a blue wire and green wire connector. If it runs with the jumper in place, your MCOR has failed. Get one here https://www.revolutiongolfcars.com/mcors

Ok so i did that and it works right away when the pedal is push like it should but only if the cord from the charger is plugged in. unplugged nothing. its just a 4' cord without the charger too. I see under the cart there,s been some welding done probably burnt the MCOR out.

Ok, so we can get it to run now, just need to know why it is only while charging, which it should not be doing...

With the the charger unplugged from the cart, wait a few hours and check the pack voltage and let me know what it is.

Also, if the OBC completely bypassed now? Or what is its status??

i tried the bypass and it didnt make a difference with the MCOR jumped either. This is the cord that has to be plugged in to make it work i dont even have the charger here. pack voltage is at 48 and the batteries are new.

The plot thickens! That cable you're plugging in looks like a SB50 into a powerdrive 3 prong adapter. If that's what is used with the charger the OBC hasn't been involved for a while. That SB50 connector only has 2 wires - no 3rd wire for the sense/trigger. I fear something has been wired up "creatively" and may take tracing wires to track down.

What kind of charger do you have. Try unplugging the 6 pin connector on the OBC.

I dont know they didnt bring me the charger. Ill go though the wiring tomorrow and check for soming wrong. Ill see if i can get the charger tomorrow also.

Absolutely. That is an Anderson Connector so they have an Ebay charger or one of the Chinese e-bike's converted over and there is much more to this story....
