Perhaps that is the issue, 36 volts worth of batteries in a 48 volt cart. IQ carts were 48 volt only, and that serial number denotes an IQ cart that is an 04 model - 36 volt Club Car production was ceased in 2003, and they were resistor carts anyhow.

If it's a 48 volt cart with 36 volt batteries, it will jerk if it runs at all.

You may need to re check serial number and count the number of cells on your batteries.

When I first got my cart I though it was 36 volt because all the other electric carts in the area were 36. Then one day I pulled the caps off the batteries to service them Then I looked at my charger. not saying, just wondering.

These guys are correct. It's not a 36 volt cart.

Turns out this cart was an IQ DS that some idiot had put 36 volts in. Owner refused to believe it needed new batteries of the correct voltage because he said it worked just fine when he bought it.
I had no choice but to take my losses and wipe my hands of it.
