EZGO TXT solenoid just clicks won't move with all new parts

Guess I will go with the one that makes the solenoid click and controller light up and go from there to figure out what is still wrong.
Now if the A1 and A2 are switched do I need to switch the S1 and S2 as well, I did see a diagram for F/R that had them switched as well or does it make a difference.

Swap the S1/S2 cables only if the direction the cart moves is contrary to the way the direction selector lever is labeled.

Any idea why cart won't move, just the click and green light on controller. Everything is new.

Check continuity with a DVM between motor F1 and F2, and A1 and A2. Should have continuity. Motor might have an open winding or worn brushes.
