Default 2000 48volt club car no movement

Have 2000 48 volt club car and it won't move. The motor just jerks and shakes when pedal is pushed. It will creep forward slowly but if any resistance it starts to jerk and won't move. Batteries are year old all have 8.2volts . Cleaned all cables and they look good. Tested pedal it works as should 5000 to 0 ohms when tested. Any suggestions.
