So I wasnt able to work on the cart over the winter, so i am addressing my previous problem. I have spark, i have fuel, I checked my timing. When I line up the marks my points start to open, they are fully open when the piston is at TDC. I also checked the gap and it is comparable to what I've read in the manual. However I can not get the motor to run. I can occasionally get a back fire. What am I missing??

Compression is good, spark might be a little weak. But I still feel it should fire.

Have you tried running the engine in reverse? Too much or too little advance in forward rotation would be the opposite going in reverse.

New spark plug? I have had plugs that would fire outside the engine but not in it.

Is the plug getting wet with fuel?
