Default EZ Go Predator Conversion lunges

I'm finishing up a botched conversion. I'm not sure if I have a clutch issue, or which clutch it is, or if it is a belt problem, or....

Here is what happens: (1) Cannot start in gear or it moves (2) If I start in neutral and put in gear, it stalls, chirps tires, etc. (3) When it runs and I try to brake to stop, it stalls. The engine runs and idles great, its a drivetrain issue.

Help please and thank you!

Are we talking about a cart you want to idle? or a cart with the starter/generator reinstalled?
