Precedent Engine Issue - 06 FE350

I am at my wits end with this thing. Anytime I have the cart in forward, give it throttle, it runs as if I'm just pressing the pedal then immediately releasing it but I'm keeping the pedal pressed, causing it to jerk and not maintain rpms. In reverse or maintenance mode it's fine and stays running correctly.
I have made adjustments at governor and at the black box with no improvements no matter what. I removed the rev limiter so that isnt causing it. I have went as close to factory as possible but still getting same issue.

Anyone experience this?
