Default Worn motor brushes?

Still not sure if what the signs of worn motor brushes are. I have a 48V '00 CC DS {A0008-872803} It has the push button F&R switch and also a V-glide. It's extremely slow on take off in both forward and reverse and also doesn't have much power when it does finally get up to speed. I'm almost positive the motor has never been serviced. I've checked and the V-glide contacts are in great shape and the arm is making solid contact. Does this sound like motor brush wear? Or possibly something else? I know these were the bad years for CC's and the harnesses have sonic weld problems and was wondering if a resistance issue could be also be a culprit. Thanks in advance for the help
