37.6V is only about 85% charged, so they need more time on the charger.
However, that's enough to make the solenoid click and the tire turn, so something isn't right.

The solenoid is located under the cover with the Run/Tow switch on it. That is where the click should come from.
The click coming from under the floorboard is the pedal microswitch, which tells the controller to energize the solenoid.

With charger unplugged from cart, Keyswitch ON, F/F in F and pedal pushed, you should have B+ (battery pack voltage) at the following pins on the controller, with all the white plugs connected into their respective jacks.
J1: Pins 1, 3, 4, 5, 7, 8 & 9
J3: Pins 1, 2, 3 & 4
J4: Pins 1 & 2

If pack voltage is missing from any of those 13 pins, the solenoid will not energize the solenoid.

Thanks a bunch Johnnie, but it didn't get that far. I went out this morning with fresh eyes (and degreasing my glasses) and realized I missed the negative wire from the controller to the battery pack. (Muck....you big-dumb piney) Landed that wire & all's well. Thanks!
