Default Establishing a VIN

My search gave me no results for the forums which surprised me, and since I have no I idea which forum to post this in, I'll drop it here since I've got a gas CC.

I'm trying to get a VIN for my Villager6 in California. I know I'm fighting an uphill battle. I know. I've spoken with NHTSA and Club Car and they both tell me it can't be done.

But...

I've also heard of "a place" in Florida that can send you a VIN for a couple hundred bucks. Can anyone speak to that and what it'll get me? And is there a contact for this place? My cart is used in my neighborhood and I just want to have some sort of papers that show I've taken steps to get it legal.

Any help is appreciated.

That link will outline the process needed to register a home made specially constructed vehicle. Maybe you have seen it, maybe not. Never heard of getting an out of state VIN. Even if you do get it registered in California, is anyone going to insure it?

Basically, dirtlegal is using some current state legislation that allows non-residents to register vehicles in another state like Florida or South Dakota. However, if you are pulled over while operating this vehicle that is licensed out of state and the registration is written to your current residence in CA. You WILL get a ticket. Attempting to re-register dirtlegal registrations in your home state is not guaranteed. Texas residents have ran into roadblocks since the VIN is tied to a type of vehicle that Texas does not recognize as legitimate, I'm sure CA is very similar. Below is excerpt from CA Code.

VEHICLE CODE - VEH
DIVISION 3. REGISTRATION OF VEHICLES AND CERTIFICATES OF TITLE [4000 - 9808] ( Division 3 enacted by Stats. 1959, Ch. 3. )

CHAPTER 5. Offenses Against Registration Laws and Suspension, Revocation, and Cancellation of Registration [8800 - 8804] ( Chapter 5 enacted by Stats. 1959, Ch. 3. )

8804.
Every person who, while a resident, as defined in Section 516, of this state, with respect to any vehicle owned by him and operated in this state, registers or renews the registration for the vehicle in a foreign jurisdiction, without the payment of appropriate fees and taxes to this state, is guilty of a misdemeanor.
