Default Old Bad Boy Buggy won't move

I've acquired an older 48V bad boy buggy 4wd with no batteries. I have installed new batteries and the cart has no action when I turn on the key. Could it be the solenoid, switch, or controller problem?

Also, would it be in my best interest to completely rewire the cart like the new Beast carts? I know most of the older BBBs do not have any type of wiring diagram associated with them.
