Default EZGO 6 Seater keeps flooding and won't move

I replaced the Carb, fuel pump, spark plug, then tested the spark and charged the battery and the starter generator will run but the cart will slowly creep forward but never engage. Belts and clutch seem fine, am I not getting compression or a valve issue? I don't hear an audible tap or metallic sound but it seems to be flooding and the spark plug comes out with more than normal amount of carbon and is soaked in gas.

Sounds like the starter is just spinning and the engine isn’t actually starting. Lock it in neutral and see if the clutches run their normal course. And what motor is in this cart?

It's a Kawasaki FJ400D and in neutral, both clutches spin

They both spin normally but the drive clutch never engages, but it's locked in neutral. When in FWD it will slowly creep fwd, same with reverse. Is it worth compression testing it? Also neither the drive or driven clutch are bent or have any obvious damage to them and seem to be spinning straight.

I did a compression test with the air filter off and throttle wide open And I'm only getting about 50-60 psi while the motor is cold. I didn't drop any oil down the spark plug hole yet to see if it goes up a bit but I feel 50 psi is extremely low. Maybe a valve not seating properly?

That is just the starter spinning.. Pull the valve cover and check the valves. Might have one stuck or bent.

Thank you! Was a bent valve stem, possibly from an employee towing it without locking it in neutral...

Usually if being towed the driven clutch won’t drive the front clutch but maybe.. Usually a bent valve is caused by over revving.. Has the governor been adjusted?

We speed tune them but we slow them down from factory to 15-16mph. But with guides online on how to speed them up, it's very possible that a renter adjusted it to wide open and that puts it going around 22 mph and bouncing off the rev limiter
