New Controller- No Power

My friend just got a new controller for his 36v EZGO TXT. He bought the Alltrax PDS4800. I installed it and all the control wires plugged into the new controller. The motor wires are all installed to the proper terminals according to the install manual. When I turn the key on, I do not get anything from the controller. No status light. If I plug the controller into my laptop, it is recognized and I am able to adjust the settings.

I'm not sure where the issue is but I can tell you I have 38v on both sides of the solenoid, but no voltage on the small solenoid terminals. I also am not getting any voltage readings on either pole of the key switch. I'm not 100% certain but I am guessing that one side of the key should have 38v and the other side should read 0v when the key is off and 38v when switched on. The solenoid was also replaced about 2 months ago.

My questions:

Should I get a voltage reading on one side of the key switch?

Should I get voltage readings on both large terminals on the solenoid?

Should I get voltage readings on the small terminals of the solenoid?

What else should I check to narrow down this issue?

Yes you should get voltage at the key switch. (relative to the battery ground) Run your laptop and see what signals the controller is seeing. It's all there when you are connected. Sounds like the control circuit is open. Maybe a blown fuse or something misconnected. Get the schematic out and trace that control circuit that goes to the switch. I don't know the wiring for that cart but on my Yamaha carts, that comes directly from the battery positive through a fuse.

The new solenoid may be welded closed unless it has a precharge resistor on it ... if yes, remove the resistor per the instruction.

It appears that Key switch voltage comes from the controller on these, so if there is no power at the switch it would mean the controller is not getting power. There should be a red wire connected to the solenoid on the same post with the B+ Battery cable from the pack positive. Check that to make sure it is connected properly, and that it shows pack voltage on a voltmeter.
Also check that the 10 pin plug on the controller is plugged in all the way, and none of the pins are loose/backed out.
