Default Cleaning frame for POR15

I've decided to go with POR 15 to paint my cart frame and other components on the bottom side of my cart. I've cleaned all of the small pieces like tie rod, drag link, bumper mounts, etc. to bare metal. I've started cleaning the frame and subframe recently. My question is, how "clean" does the metal have to be to use POR15? Does all of the old paint have to be removed and most of the rust cleaned up? I haven't used this paint system before so I'm not sure how crazy I have to get with the wire wheel to get a good result.

I would get a cheap needle scaler from Harbor Freight and knock any loose powder paint off then use the cleaner degreaser and metal prep that Por15 recommends. Por 15 works really well if you follow their recommended prep procedure.
