yes there is a click and release from the solenoid when the pedal is pressed and we are reading full pack voltage at the two large posts

The "click" does not necessarily prove that the solenoid is not welded. I asked you to measure the voltage BETWEEN the two large bolts ( put the red lead on one bolt and the black lead on the other). If the solenoid is welded the voltage difference will be zero before you step on the pedal and after you step on the pedal.

To be sure, just remove the cables from both large bolts and measure the resistance between them. It should be an open circuit before you step on the pedal and zero ohms after.

yes the voltage between the two posts is .07 when the pedal isnt pressed and 0 when it is pressed? also the ohms are like 1800 when no pedal pressed and zero with the pedal pressed

It seems that you have two problems

1. When you bypass the controller by jumping A2 to B- the cart should not run UNTIL you step on the pedal to engage the solenoid. Simply replacing the solenoid (if it was welded) was not expected to make the cart run without the jumper. It was intended to keep the cart from running BEFORE you step on the pedal.

2. You probably do have a bad controller since the cart does not run until you bypass the controller.

so i tested with new solenoid on there and when i jump from a2 to b- it still spins without the key being on or pedal being pressed im very lost i appreciate the help though

It seems you must have the solenoid bypassed somehow. There should be only one cable on each of the large bolts on the solenoid. One side should go directly to the main positive terminal of the battery pack. The other side should go to the B+ blade on the controller (for some reason Yamaha labelled the B+ blade as "RE" on the G16 controller). There should be a second cable on the B+ blade of the controller that goes from the controller to the terminal marked "S" on the F/R switch. See attachment.

mine has 3 total wires on the two large posts of the solenoid there is 2 one one side that goes from the solenoid to b+ and one from s on the f/r switch to that same large post, the other large post has the wire from the solenoid to re on the controller

The cable that goes to S on the F/R switch needs to be moved over to the same side as the cable that goes to RE on the controller.

okay now that i have it hooked up that way i get nothing when i turn the key on and push the pedal with a2 jumped to b-. i still have a solenoid click but the wheels are not turning
