After dreaming up a fancy rack that I could store them on I needed to go to the lake before I could find time to build one, so I improvised. It worked so well I just stuck with it.

I have one of the collapsible portage wheels you can buy on Amazon for $35 underneath it. Then I tied a rope to the cross brace that is in the bag well and let it hang down just past the bumper. When I want to tow the kayaks, I just slip the handle of the kayak through a loop in the end of the rope and go. The tip of kayak pivots perfectly on the bumper and I can even back up with no problem. Its a bit janky looking, but it works so well I probably will never get around to building my complicated design. The second kayak is just sitting on top of the bottom one (it just happens to fit). When we want to take all 4 kayaks down I just make multiple trips but its only less than a quarter mile to the beach so no worries there. I'll try to remember to post a pic next time I take them out.

I think the top should hold the weight. The only issue I see is if you go over "side to side" bumps that would get the top moving from side to side. I think that is the weakest point. An X brace secured at the intersection and between the rear supports would probably be enough. It wouldn't take much, just enough to keep the top from racking. The hardest part would be making it look nice.
