Default Carb floods out during operation

I'm a new owner of a 2002 Club Car. After running 15 to 20 minutes the engine will begin intermittently cutting out, then continue running fine for a few more minutes, cut out again, more frequently until it just coasts to a stop completely. Attempts to restart fail. Removing the air intake hose from the carb indicates that it has apparently loaded up and flooded out. After 10 or so minutes it will restart, and the process begins again.

This is a consignment cart bought from a cart dealer/repair shop. He has replaced the carb for me once and says it's fixed but apparently doesn't drive it around long enough for the problem to show up. Now his position is that I bought it "as is" and has kind of washed his hands.

Any and all advice is appreciated.
