You need to measure pack voltage under load. Bad batteries can often show proper voltage at rest but sag way too much under load. The controller sees this sag and will eventually shut down to protect itself from damage.

Of course, a real check is "under load", but messuring in rest will show you, If the pack is really fully charged and If all batteries are on the same level...
