Default Tennessee Street Legal

I'm new to these forums, and wish to extend a special thank you to jjance for the information in his post on another thread; it went a long way in helping me get my cart street legal in Davidson County (aka Nashville) in July of '13. Incidentally, it is a 1998 EZGO TXT with no MSO, so I thought that would be a showstopper, but it turns out there is a form to complete in that case. Here was the process I followed:

First, the Davidson County Clerk has most of the forms on their site:

The two needed are:

Affidavit of Low Speed Vehicle (no inspection required)
Bill of Sale (unless you already have one)

The biggest mistake I made was buying the cart two years ago with cash and not even thinking at the time that I should get a receipt. A visit to my bank revealed the day I pulled the cash out of the ATM, and my wireless company sent me the detailed billing to determine the phone calls I made that first week of July 2010. Once I had the gentleman's phone number, I called him up, and he was happy to fill out the bill of sale, notarize it, scan it, and email it to me. I couldn't ask for a nicer fella to work with, and he really appreciated seeing a recent picture of the restored cart.

I did not have an MSO, since EZGO apparently didn't provide them prior to 2010, so I had to provide this form:

It is called the "Certification of Ownership". I had to follow each requirement including a couple of pages of pictures before and after the "restoration", a picture of the serial number, and I had to include comments in section 2 stating: "Prior to 2010, EZGO (manufacturer) did not issue MSO's or VIN's; however, this is a golf cart modified to conform to Tenn. Code Ann. 55-1-122". As a side note, the vehicle type on the bill of sale should be "Utility".

Davidson County sent my information in to the TN Dept. of Revenue, and much to my surprise it was approved, and I received an official State of Tennessee title about two weeks later. Thankfully, the TN Dept. of Revenue outlines the licensing of low speed vehicles on their web site, which is really guidance to County Clerks for approving the licensing:
