The "solenoid ground" is supposed to be switched on/off as needed, and deemed appropriate by the controller. It is not "missing" just because it's not there all the time.

Mine will only run when the solenoid is jumped. I'm getting pack voltage on the pos side of solenoid. I put black lead on the neg terminal on the first battery on driver side and red lead on red on small terminal of the solenoid. The voltage does not change when pedal is pressed. The solenoid is not clicking and there is no voltage across small terminals of solenoid when pedal is pressed. It appears I'm not getting the ground from controller. Any idea? This cart has been setting a couple of years. I'm checking all terminals and cleaning them as I go. The voltage I had was 51.8

There is a transistor and protection diode inside the controller that turns on to provide the ground to the solenoid. That transistor and a diode are common failure items.
