Default Taylor Dunn

Good day all, I have acquired a 2016 Taylor Dunn B0-248-36 Electric Utility Cart that I'm trying to get going. It's been sitting outside in Michigan weather for almost 2 years. I managed to get the batteries up past 36v. But nothing happens when you key it on. No lights, No gauges. Only the back up beeper comes on to let me know something is happening. The throttle is very stiff from sitting. And the brake pedal is frozen up. All the wiring looks good though. I have heard the throttle controls on these a like a BCM they control a lot more than throttle.
