Default 95 club car electrical question

i have been having trouble with the cart electrically (lights only, cart works fine), in testing i found a heavy black wire from the negative post that goes down to a plate mounted to the cross member..it goes through this plate and back up to a multi terminal with several ground wires on it where it plugs on to via spade terminals..in testing continuity the wire fails..no continuity...first off, not sure what this plate is and its purpose..it's about 10 inches long, couple inches wide and 1/2 thick, i made up a short wire to go from the negative terminal to this junction box to create a good ground, now everything is working...lights, tail lights...but i don't want to create more issues with this bypass ground...also as a side note when i turn on either blinker via the toggle switch i get all four (front and back) lights flashing, can't seem to find a short anywhere...(this was happening before I did the ground by-pass so that isn't the problem)...any thoughts would be appreciated
