Default Normal charger amperage changes

Powerwise 36V charger may be needing repair. Transformer calls properly. Haven't opened it yet to test diode, capacitors, etc., yet as wanted to ask here before spinning my wheels. Found threads addressing similar discussion, but nothing speaking directly to amp changes related to charge state.

Charger B, don't recall the brand, does not have ammeter, only the light indicator which changes rhythm w.charge state. On Charger B a rapid green flash indicates no more detail other than >80% charge. Switching to the Powerwise, it starts for a moment around 10-15amps, then drops to 3amps. I understand the amperage drops as charge state approaches full, but does this scenario sound normal?

Sounds like a Powerwise 28115 charger, which is a ferroresonant transformer type charger and whose charge profile is shown in attachment-1.

Basically, it starts the charge cycle at max amps and stays there until the battery pack's on-charge voltage climbs above about 40V.

The amps decreasing is based on the on-charge voltage, which does not correlate with the battery's SoC (State of Charge) since the on-charge voltage of old batteries (sulfated plates) climbs faster than the on-charge voltage of healthy batteries.

Also, the PW 28115 shuts off when the on-charge voltage reaches 45V +/-1V, which was a value selected because it was thought to be high enough to not undercharge healthy batteries too badly while low enough not to excessively overcharge sick batteries.

A Lead-acid battery is not fully charged until the on-charge voltage ceases ti increase while a charging current is passing through the electrolyte and most modern golf cart battery chargers use dV/dT (change in Voltage over change in Time) technology to terminate the charge cycle.

If the initial amps is only 10-15 Amps, the boost capacitor has probably drifted in value. Attachments 2 & 3 are how to check transformer and capacitor.
