adhesion promoter about half of a quart, primer one quart and paint depends on the color but probably about two quarts.

I have a question on the sanding part. I picked up a 1997 G16 and the plastic body is weathered and rough to the touch. What grit sand paper is best to use to smooth out the rough texture?

you will then have to apply adhesion promoter and then a high build primer to seal it back up. After that you will need to sand it smooth and then you can paint.
