Default Bomb Can Paint Job - Newbie Question

I looked at the previous posts before taking this on but I am having bright spots and dry spots on my paint job of my cart.

I don’t want to go any further with clear or cutting compound if this isn’t going to solve the problem. Please Help!

- I scuffed original paint with red scotch brite
- used wax and grease remover
- used Adhesion Promoter
- used Primer
- used Rustoleum matte finish spray cans - three coats
