Straight wired as did you have the toggle switch in place. Try hooking the VR up without the toggle switch.
Where in SC are you?

Toggle switch was in place last night. Today just now connected the VR without SPDT switch ie put Thin Red and Thick Red together, getting 36v at connection, and 2v at fuse block. I’m taking ‘fuse block’ reading from the +/- main terminals on the fuse block

I also plugged it up with Thin Red going to key switch and same result when key switch on.

Every time before this time that I’ve connected the VR plug was getting a quick small spark, this time did not do that.

I’m on Johns Island

Check the fuses.
I'm not sure what to tell you other than it could be a bad VR.

If the +36v readings you are taking are on the converter side of the fuses and the black wire on the converter connector (not pack negative), then the converter is bad.
