Here are the before and after of the timing. I added oil to the cylinders and the max was still 90. I held the throttle wide open by hand. I checked the valves again and .004 will slip in and .008 will not.

I didn't want to but I am going to pull it back out of my cart and start tearing it down to figure out what is going on. I sent it off to have it rebuilt because I didn't have the time to mess with it....LOL It took them 6 months to rebuild it because they had so many engines to do. I am just going to eat it and fix it myself. Thank you everyone for your help.

I will update as I find something wrong.

It may have bent to valves because it was 180 out in first picture. I hate you got to fix it yourself after paying someone but I do understand dealing with people right now.

Here are some of the pics of the valves. The seat on one of the intake valves does not look good at all and the other is questionable. Seems like a LOT of soot in the exhaust ports, not sure about this. I can’t see anything that looks like a bent valve. The springs seem very week as I could remove them by hand with no tools. Is this normal? The pistons are new and the piston walls seem good. Everything is tight there. The only thing could be the rings aligned but I don’t really want to pull them out just yet. Looking for thoughts, opinions and direction!!

I didn't think these engine were interference engines so no bent valves.
It looks like they never seated the valves. You got any valve grinding compound ? where you can lap them in and see if you get that tiny center ring in center ?
These are also the old style valves. Newer style much better.
These springs most always weak and easy to key. I use my fingers to key them up. I am not sure about yours. That one intake seat on right side of picture looks sort of bad like it needs grinding with a rock. Lapping might not work.
This may be your compression issue.
Hard to believe someone actually rebuilt this head.

Yes, the one intake valve seat seems to be a big issue and I think the other intake valve seat may not be perfect either. I will lap all of them once I get some lapping compound. Its hard to tell anything about the rocker arms. looks like they have had an issue and were cleaned up. If someone grinds them too much can that be an issue? I was hoping for more of a clear cut problem!! I have it this far, should I go ahead and pull the pistons and check the rings?

Agree those valve seats look like sh———

Get some lapping compound and try and lap them in. I almost never use the course compound, just the fine but you may need the course for this job.

Looks like paint or dirt under the paint in the seats from them painting it. Rebuilders frequently like to paint everything…. Maybe use a bit of Emory cloth and try to clean it up a little bit before lapping them.

And I wouldn’t worry much about the cylinders or rings. If that was the problem then oil would have raised compression. I’d say your compression loss is definitely in the top end

If it were me I would make a phone call first thing Monday morning to
Precision Engineering in Saint Louis.

If nothing else see how they respond so others here can see.
Send them pictures of what you found before you go any further.

It won't hurt plus you probably need a head gasket and nobody will be open until next week.

If you don't want to deal with them I understand.

2020 and 2021 has been a very difficult for those who work on these carts, especially engines. Parts are hard to find, everyone is months behind. It could have been they hired someone to help catch them up that was not qualified.

Lets all hope 2022 will be better. Happy New Year and good luck with what ever you decide.
