Cool G5 (Sun Classic) Rear End noise when decelerating

I recently got a G5 cheap - Didn't run. I've solved about 6-8 critical problems, but lately I've been hearing a noise that is loudest when my foot is off the gas and coasting. It is a sort of a "wubba-wubba-wubba" noise. I noticed that it made a similar (but much quieter) noise when I pushed it, so I put it on jackstands and spun the rear wheels. They had resistance for part of the turn, and even felt like they locked up a little now and then. I pulled the wheels and brake drums and saw no issues. I pulled the axle bearings/axle shafts, and again, no issues. My best guess from laying under the cart and turning the wheels is that the noise is the transmission/differential.

Any ideas?

My next step is to pull the transmission and look inside, but I'm hoping I'm missing something obvious.

One more trouble shooting idea is to pull the belt off and spin the wheels to see if the noise is still there. That will rule out the transmission and put more on the secondary clutch and it's bushing.

Great idea that I forgot to do while I had it lifted, but I just checked and in neutral the secondary sheave doesn't turn when the wheels are turned, which isolates the problem to the transmission (unfortunately).
