Resetting DS OBC, Buzzer Doesn't Go Off

I'm helping a friend with his 96 48v CC and I am running into an issue when trying to reset the OBC. When I plug the charger in, it cuts on immediately. As a result, I tried to reset the OBC but, after following every single step, the reverse buzzer sound will dim slightly but never cut off. If you listen closely it is almost as if it is a getting an extra spurt of energy that causes the buzzer to be louder for a few seconds.

By trial and error I found that it will finally cut off after I unhook the main positive wire going to the solenoid. Is the OBC still resetting? What could be making the buzzer stay on after removing the primary negative? Is there something else that would make the charger kick on immediately? I have tested the charger on another golf cart and it acts normal; kicking on after a few seconds. Thanks in advance for any help . It is a 1996 CC 48v DS
