Default G14 Intermittent Spark

My G14 has intermittent spark. Is it a bad coil or could it be something else? When I put a meter on the wires going into the coil the orange wire reads 9 volts and the red wire reads 10 volts. I get the same voltage reading when there is spark as when there is not. Any help would be appreciated.
