Default Minimum voltage for cart to run?

What is the lowest voltage I need for cart to run? I currently have 46.1 volts but cart won’t move. Even at full charge it won’t go longer then 45 minutes or so. Could the motor be going out? I just replaced the brushes about a month ago.
