Default 48 volt moves an inch then stops

Have a 1999 48 volt club car.Put a load on batteries and they check out fine.Reading from full pack is 55-56.Do you think that is high?The problem is when I push the pedal down to go forward, the cart will only try to move forward but actually only move maybe an inch then stop.It will not go in reverse at all.I bypassed the OBC and the cart still did not work.The solenoid next to the control box in the rear has a resistor that is burned and I am going to replace.Do you think that would cause that scenario to occur?What do you guys think?Thank you much for any assistance

The solenoid is bad,usually when they get about 10 or so years old the solenoid will go bad.

so we replaced the solenoid as well as the resistor that is on it and that did not solve the problem.Do you think it could be the speed control box?

Cart goes 1 inch because it is running on the pre-charge from the resistor.
Does the solenoid click each time you try to go?
Can you verify that there is no drop in pack voltage when you try to go?

Well I wanted to make sure I responded with the outcome on this cart. It ended up being the batteries in this case. You can not stress enough how important voltage is for electric carts. Even a couple volts. Thank you all for your time.

. . . many times when issues arise, it is recommended that all batteries/cells be tested first because we assume batteries are "good" and then chase our tails looking for other problems that do not exist . . . glad you figured it out . . .
