Default Is oil consumption always a sign of bad rings?

My cart uses quite a bit of oil. Probably about 1/2 quart per tank of gas. You can see some smoke on startup. Is oil consumption always a sing of bag rings?

The oil is going somewhere, if it's not leaking it, it's burning it. The only way to burn it is for it to pass by the rings or valves. The valve seals hardly ever go bad.
Do a proper compression test (wet and dry)
The service manual can tell you the right way to do the test and how to interpret the results.

Do you have oil in the air filter box and is it dripping on the starter?

no oil in air filter box. I did find the info in the manual about compression check and I will do it soon.

The cart runs great but uses what I think is a lot of oil. The only possible performance problem is when you go on long straight runs it seems to drop speed. What I mean is that in the first 100 yards it will run around 22mph and then the cart seems to slow down to around 15mph. That is what got me wondering?

my 94 marathon does the same thing,light smoke and drops power,could a valve adjust do anything,and how do you do one,lol.also what about the govnor
