Default Club Car go problem

I have a 1999 Club car, 48 volt. It will not move when acillerator is pressed. I suspect problem may be with solinoid. Does anyone know what voltage should be applied across the small terminals. I have a reading of about 4 volts.

Yes, batteries have a full charge, Key is on, Unit is in gear, pedal is depressed.
Nothing happens.

I probably did not quote it right. What I needed was how many volts are needed to activate the solinoid.

If it is a 48v solenoid it might activate at 36v but not sure ..... 48v is what it is made for, so put 48 to it
