The other thing i notice is that you have spring washers under the nuts on the battery terminals. Thanks Cartmaster. I'll look to get these cables swapped somehow. What type of washers should I be using? Just flat ones?

Ideally none. The less contact surfaces on the battery connection the less resistance you will get on the connection. Most cart batteries have oversized nuts to make sure of a good connection. What size spanner fits the nuts. 13 or 14 mm - 1/2" or 9/16" in imperial.

All 14's barring 2 which are 13's. I presume best thing to do is have all clean 14's with no washers?

Cleaning the cables terminals has yielded no better results so think I'm going to have to bite the bullet, buy a standalone charger and bypass the OBC. Can somebody please recommend the best charger for this?

Here is another option at 100.00 less than the Summit...It is getting good reviews but hasn't been around very long...The bonus is that you don't have to bypass the obc...Check it out and read the reviews....
