ST480 Workhorse won't stop running when gas pedal released

My ST480 Workhorse won't shutoff *most* of the time when you let off the gas. (I'm assuming this explains why I can't shift from Forward to Reverse... works fine when I shut off the engine.

Suggestions? I'm relatively new to golf carts, so I'm not even sure where to start.

check your all linkages. had one about a year ago that the throttle cable from diff to carb was binding and needed replaced. repalced cable cart worked perfect.
