Cart isn't lifted yet and the oil can use a change. The throttle response is very sensitive there is no slow speed. You try and push the peddle down to find the slow speed and your at mid range or full speed

Ok so the smoke is coming out of the muffler or is it coming from around the muffler?

You need to check the carb and make sure the throttle butterfly plate is still in it and then make sure it is closing all the way. Someone might have turned the throttle stop screw in for some reason.
Turn the throttle stop screw out until the throttle plate stops closing, then turn it back in until it just touches it.
Make sure the cable is not holding the throttle open.
Adjust the throttle cable/linkage so the micro switch in the black box clicks on and the motor starts spinning just before the throttle on the carb starts to open. That should cure your lack of low speed issue.
Smoking is usually a sign of needing rings or valve seals.
Make sure the engine is not over full.

Hasn't anyone told you that the muffler is not the place to hide your stash?
