Default Powerdrive 3 not charging

Ok, I've used the stickies and learned a lot! I have verified that my cart obc is sending signal to the charger and the relay clicks. I even tested continuity in the relay and the circuit is closed with the relatively quiet "click". There is no hum, amp meter change, etc.

Fuse and breaker both show continuity using ohm meter. Everything looks fine. There are some resin drips visible but nothing looks melted or damaged. I keep it sheltered from rain but we have had lightening storms, recently.

Three questions:

1) My first charge stopped working 3 months after purchasing the used cart. The dealer swapped it for this charger. It's been approximately 2 months. Is there something that might be frying chargers?

2) How would I test the rectifier and/or transformer?

3) Am I missing something?

Default Clubcar DS not charging

Follow-up:

I borrowed another club car charger and, sadly, it clicks but does not charge.

The cart moves forward and backwards just fine. The pack voltage is down around 42V at the moment. I'm getting pack voltage at the charge port.

It was running and charging just fine until we loaned it to a neighbor and they thought the key should turn further and spun it upside down in its fixture. Since the cart moves, I suspect this is merely coincidental to the charging failure but thought I'd mention it.

So I have pack voltage at the plug and the charger "clicks" but does not charge. What is the next thing to test? Does the OBC tell the charger how many amps to deliver? Is my OBC fried? I ran a jumper from the main battery neg to the OBC side of the fuse and nothing changed although I did not build a nice jumper with clips.

I plan to make a 12awg jumper cable with alligator clips and try the bypass again. I'll post back if that reveals a bad OBC.

I will not be able to look at it tomorrow but would really appreciate any advice on what else to do next.

Tripped house AC circuit breaker, no ac power at the ac plug
Try your charger on another cart

Thanks Dave. Checked that. In fact, the extension cord was not seated. However, the borrowed charger is charging. Great! My charger is not.

So this will be the second dead charger in a short time.

I would NOT be surprised if the dealer gave me two junk chargers. I don't believe he would intentionally dump broken equipment on me but I've determined that his staff is sub-par and just barely able to get carts rolling. I've purchased two carts from him and have had numerous issues. That's why I'm here! Y'all have been immensely helpful.

Tell me if I understand this correctly?
- The OBC tells the charger how much charge to pull and when to stop
- if the OBC is failing
- it might cause the charger to cook my batteries
- it might burn out the charger?

If this is true, how would I test?

Out of curiosity, some of the experts will probably chine in but I thought that model 2003 cart took a Powerdrive 2 or earlier charger... I'm not sure it makes a difference but it might.

CC Chargers are fixable, usually not too much $$
Sound like it's not getting AC to the transformer
could be a bad relay, may click but can still be bad
Or
a bad ac cord, connection or circuit breaker
Should hum when plugged in & relay is working

I have continuity in the relay across the ac terminals, when I plug in the cord to the cart, after the relay clicks
- relay ok
I have continuity through the circuit breaker
- circuit breaker ok

Next I will ensure I have 120v ac to the relay terminal to verify the cord has not broken.

How can I test the rectifier and/or transformer?

Tahoe has parts
Only real expensive part is the transformer , cords are spendy but not sure why
