Default Club Car DS 2006 - Slows down trying to hit 24mph

Hi, I have a 2006 club car ds. I lifted it and put on 23" tires.. yesterday I installed a Navitas controller.

The golf cart drives very nicely and has good acceleration but when it tries to go past 23mph it slows down to 17mph and then slowly speeds up again to 23mph and then does the cycle over again.

I've been on the phone with the Navitas tech team and we've flashed the firmware and changed some settings but I am still having the same problem.

Does anyone else have this same problem ?

What do you think the problem could be ?
