Talking 48v precedent charging problem

Hey guys, I have a question regarding my 2010 club car precedent charging.. I will plug the charger into the golfcart and it will shoot past 15amps, then it in about an hour or two stay at 6 amps and will not not go down any further. Now once it is at 6amps for a while, it will eventually shut off. Now tonight I plugged in my charger and about a minute or so after the charger turned off and then turned itself back on, I let it sit hoping that it will retain its full charge, I guess I'll find out in the morning! What do you guys believe is wrong with the cart? Or charger?.... Also I recently went off-roading with it and had trouble getting up a hill, we were trying to get it up for maybe 5 min. The little battery cable that connects one side of the pack to another got very hot, is that normal?
Thanks guys!

. . . from the Precedent's Owners Manual . . .

At one hour and at two hours into the charge cycle, the charger will shut off in order to run a self-diagnostic
program (ammeter will drop to zero). Charging will resume in a few moments (ammeter returns to previous rate of charge).

. . . as for the heat, check that cable's connection to ensure it is clean/tight . . . also, a complete charge cycle can take up to 16 hours . . .

The thing is the charge cycle isn't taking that long. Also the ammeter dropped 5 min into the charge

Each pack should read 8.49 or higher.
