Default New shocks also with a lift kit?

Gotta say I love this forum, tons of great info!
So, I’m definitely a newbie. Got my first cart not long ago and it definitely needs some upgrades (‘94 36v marathon).

I found a 4” block lift kit I’m thinking of putting in, and heavier rear springs.
With the heavier springs, do I still need to put it new shocks?
I will be putting a rear seat on at some point, and I’m just going to run the stock tires for now.

Also, when putting in a lift kit do I need to change/add anything for the steering?
