VIN number on E-Z-GO

My insurance carrier has asked for a VIN number on my Electric cart. I can't seem to locate it anywhere. There is however a Ser# sticker located below the charger port on the front wall of the seat. I have what I believe is a 2005, least wise it was sold to me as a 2005 model.
Also, the area where I live is quite hilly (Tx hill country) so I lose speed going up the hills even on gradual slopes. I was advised to replace the controller with a 500 amp. and go to 4 ga. wires all the way to motor. Estimate was 600.00 bucks.
Anyone know of a reason this won't solve the problem, or at least mask it?
