Default Bad battery charger?

I bought new batteries today, the 170a US red top batteries. I've noticed this recently that the charger needle doesn't go further to 10-15a like it used to. I installed the new batteries and plugged it up to charge. While charging its about 53.5v by the pack meter. Here is a link to a quick video of it. I noticed when I looked at the charger wih the 4 year old Trojans it did the same thing. Am I missing something?

what is battery pack charge when it is not hooked to charger ?

They new ones were 49.something lol. The old batteries would go up, seemed like it would charge them. They were just 4 years old and not nearly holding a charge like when I bought the cart last year. That's why I replaced them. Hopefully it wasn't because of the charger. Ill check in a few more hrs of charging the new ones to see what it goes to.

I just pulled the plug out and checked the volts. It was 53.9 and dropped to 53.6. I drove in the yard for anout 2 mins and it was 50.8 and slow was creeping up. got to 51 and I plugged it back in to finish charging. While it was charging it was up to 57v. Is the amp meter something thats pretty common to go out? I hope thats all it is.
