Default Low Top Speed

I have a 2009 Club Car Precedent. At the end of golf season it would stutter when accelerating this happened a hand full of times. This spring it would accelerate fine, but only reach 7mph. I’ve been on the forum searching for answers. I replaced the 4 12v batteries (6 years old) they were pretty bad, but new ones didn’t fix it. I got a new MCOR2 from a Club Car dealer today and just put it in. Still doing the same thing. I did the speed sensor test, when I pushed it it felt like it was trying to slow itself down, but didn’t beep. I parked on an incline and just rolled backwards with no beeping. It’s an ‘09 so it had the old sensor which was replaced with an MCOR2. Help is appreciated. Thank you!
