Default 91 DS Club Car barely moves

I have a 91 Club car with a flathead. I have replaced the Primary Clutch and Belt. Taken the Drive Clutch and released the tension on the spring because the belt was not kicking the clutch out. After doing so the clutches both work as they should. However I still can walk faster than the cart moves in fwd or rev. If there is even a slight incline than I lose even more power. I have even disconnected the govenor. to help, but it does nothing.

Do a compression test. Range should be roughly between 90 and 110psi if I remember correctly.

Ok I checked the compression on it and it is 100.

When you run it in maintenance mode, does the belt rise up in the primary clutch and down in the secondary clutch? And does the motor sound like it's running ok? Post up a YouTube video if you can.

yes the clutch belt moves back and forth however not as fast and not to the fullest it goes up most of the way. but as soon I place in fwd or rev. it barely moves. don't know how to post video. will learn and post.

Even when working correctly, the belt will not rise all the way to the top of the primary clutch, so that's normal.

ok but the cart barely moves. So if it's not a clutch problen what can it be? As soon as there is a load on the motor it bogs down.

I know you said the belt moves up in the drive clutch when the motor is running, does it also move down in the driven clutch when you rev it up?

Yes it does move down the drive clutch. As far as the brakes, they seem to be worn yes, however the wheels off the ground. As I rev it up and put it in drive the unit slows down and the drive belt goes back up. I also took the carburetor apart and rebuilt it and also made no difference. New fresh fuel made no difference either. I am Soooooo Confused.
